If unvaccinated teachers do not have to quarantine when exposed to a COVID-19 carrier, can Israel require other adults to do so?

A new set of quarantine regulations for students will take effect next Thursday. Students will perform two tests a week, Sunday and Wednesday. The Ministry of Health initially presented an outline according to which students will do 3-4 tests, but Education Minister Yifat Shasha-Biton opposed it.
